韩国公务员财产申报制度的构建路径及对我国的启示

摘要：从二十世纪六十年代起，韩国为了根治日益严重的腐败问题开始了公务员财产申报制度建设，经过几十年的努力最终对财产申报制度成功立法，并取得了显著成效。我国应借鉴韩国经验，在领导干部财产申报制度建设过程中，循序渐进，逐步推进，注重配套制度建设，突出财产申报的核心环节，注重领导示范及细节规定，切实加强宣传教育，努力改善制度实施的环境，争取尽早立法。     

新材料在包装设计中的选择与应用

针对包装新材料的不断出现,提出了在包装设计中把材料性能与包装设计并重及低碳原则,分析了包装新材料的特性,为包装设计提供了设计新思路。     

Mutual fund selection for realistically short samples

Performance of mutual fund selection methods is typically assessed using long samples (long time series). We investigate how well the methods perform in shorter samples. We carry out an extensive simulation study based on empirically motivated skill distributions. For both short and long samples, we present evidence of large differences in performance between popular fund selection methods. In an empirical analysis, we show that the differences documented by the simulations are empirically relevant.

统筹土地确权、分等定级及征地补偿之路径

[目的]从土地管理实际工作中存在的问题出发,通过系统的文献综述与土地管理政策文件学习,发现当前我国土地管理信息化水平低,尤其是农村土地确权、农用地分等定级、征地补偿等工作的目标与实践并未完整统一。例如,当前农用地分等定级并未充分考虑土地的社会功能;此外农村土地确权暂时仅针对"土地承包权",这可能影响"三权分置"的深入实施;进而征地补偿"补多少"、"补给谁"的问题仍然无法彻底解决。导致这些问题的根本原因在于土地管理工作的条块分割,大量基础数据获取有限,网络化的信息服务体系尚未建立等。[方法]《国土资源信息化"十三五"规划》提出了基于国土资源"一张图"发展土地管理"大数据"的战略构想,为统筹农村土地确权、农用地分等定级、征地补偿等工作提供了可行路径。[结果]从智慧农业观测与国土资源"一张图"相整合的思路出发,该文详细论述了构建以土地承包权为基础的土地管理"大数据系统"的可行方案。[结论]通过获取地块尺度、实时更新的"土地质量—土地权属—土地利用"综合信息,提高土地管理数据获取能力和信息服务能力,更好服务我国土地管理与科学研究各项工作。     

项目化管理在国家骨干校建设中的运用

项目化管理是从项目管理的逐步深入中发展起来的。在当前国家骨干校的建设中运用项目化管理能够确保建设目标的如期实现,有利于提高工作效率、降低管理成本,能够充分调动项目团队成员的工作积极性、充分释放人的能量。     

Bartlett correction in the stable second‐order autoregressive model with intercept and trend

This paper derives the Bartlett factors that can be used to obtain higher‐order improvements for testing hypotheses about the autoregressive (AR) parameters in the stable AR(2) model with possible intercept and linear trend. The factors are obtained for testing hypotheses about individual parameters (φ₁ and φ₂) as well as their sum. Moreover, the effect of deterministic terms on the correction factors is found explicitly. All corrections are non‐decreasing in the AR parameters. Furthermore, the Bartlett corrections for φ₁ and φ₂ tend to infinity as φ₂ approaches 1, whereas the correction for φ₁ + φ₂ tends to infinity as φ₁ + φ₂ is close to 1. The effectiveness of these Bartlett corrections in finite samples is evaluated by simulations.     

Production planning and inventory allocation of a single-product assemble-to-order system with failure-prone machines

We consider the optimal production and inventory allocation of a single-product assemble-to-order system with multiple demand classes and lost sales. Each component is replenished by a dedicated machine that is subjected to unpredictable breakdowns. We find that the machine state not only influences the production and allocation decisions on its own component but also influences the decisions on the other components. Specifically, the optimal component production policy is a base-stock policy with the base-stock level non-decreasing in the inventory levels of the other components and the states of the other machines. The optimal component allocation policy is a rationing policy with the rationing level non-increasing in the inventory levels of the other components, the states of the other machines, and its own machine state. We use an exponential distribution to approximate the distribution of the total processing times and propose two heuristic policies to address the production and allocation decisions. The importance of taking machine failures into consideration is revealed through computational experiments.     

录井参数辨别岩性方法探讨

在使用PDC钻头或者是在斜井以及水平井钻井时,不能充分地利用返出的岩屑来准确反映地层岩性的变化情况,综合录井实践表明,随地层岩性的变化,各录井参数也随之变化。本文建立了识别地层岩性变化的录井参数相对变化率和绝对变化率模型,定量的探讨录井参数的变化与地层岩性的变化之间的对应关系,通过现场使用证实,该方法对于识别岩性及其变化具有重要价值。
